Michael is a nationally recognized leader in insider threat, counterintelligence, and personnel security, with over four decades of service to the United States in both military and civilian roles. A recipient of the DoD Distinguished Civilian Service Award (2018), he is known for driving strategic transformation across the Department of Defense.

Michael played a foundational role in shaping the DoD’s insider threat posture. He was personally selected to establish the Defense Insider Threat Management and Analysis Center (DITMAC), translating post-crisis policy into a fully operational center of excellence in under a year. DITMAC became the cornerstone of the Department’s insider threat strategy, setting standards for interagency collaboration and technological integration.

As Chief of Staff for Counterintelligence at DSS, Michael led the DoD’s response to NDAA Section 951, overseeing the historic transfer of the $1.4 billion personnel vetting mission from OPM to DoD—impacting over 6,000 staff. He also served as Director of Counterintelligence and Chief of the DSS Insider Threat Program, managing enterprise-wide efforts to assess and mitigate risks across 13,000 cleared defense contractors and leading a $4.2M insider threat modernization project.

In his earlier role as an Intelligence Analyst at Headquarters Air Force, Michael advanced enterprise counterintelligence and insider threat capabilities, integrating new technologies and guiding strategic planning at the Defense Intelligence Enterprise level.

A retired Chief Master Sergeant (E-9) with 21 years in the U.S. Air Force, Michael supported global operations and served in key leadership roles during Operation ENDURING FREEDOM and DESERT STORM, including protocol support for three Secretaries of Defense.

Throughout his career, Michael has been a trusted voice in high-level panels, interagency initiatives, and Congressional briefings—consistently delivering mission-focused results in national security.
